Q: How did FDC become part of NFA?
A: In 1987, FDC was delinked from FTI and made a line department of NFA. The events that brought this about were the following:
1) The condition imposed by the Asian Development Bank in 1982 to create FDC and to delink it from FTI, prior to the release of a loan to NFA for an Agricultural Processing and Marketing Project.
2) The execution in 1986 of a Memorandum of Understanding between NFA and the United States Food and Drug Administration for the certification of Philippine food exports, with FDC as the implementing agency.
3) The expansion of FDC activities through a Japan grant-aid project in the amount of 2.047 billion Japanese Yen per Exchange of Notes signed between the Japanese and Philippine governments on September 25, 1987. | |
Q: What is the Origin of FDC?
A: FDC began in 1968 as the Food Research and Development Department of the then Greater Manila Terminal Food Market (GMTFM), now Food Terminal Incorporated (FTI). FDC was part of the original organization of GMTFM. Its task was to develop technical guidelines, for what was planned to be a more rational food marketing system in the country.
Administratively, FDC followed the changes in FTI organization from the time of its original ownership by the Development Bank of the Philippines, to its transfer to the Ministry of Human Settlements, and in 1980, to the National Food Authority (NFA). | |

Q: What are the physical resources of FDC?
A: The Center has three (3) buildings with a total floor area of 8,000 square meters located on a 1.40 hectare lot within the FTI Complex at Taguig City. These are as follows:
a. The Food Science Building which houses the laboratories for various analytical tests. It also houses the training facilities consisting of two (2) lecture rooms, 150-capacity auditorium and three (3) training laboratories.
b. The Food Technology Building which houses the product development kitchen, post harvest laboratory, the shelf-life testing room and a pilot plant for industry training and for the preparation of samples for marktet testing for export. The pilot plant has a plate freezer, an air blast freezer, a cold storage, dehydration equipment, a counter pressure retort, vacuum concentrator, cool-in-place open kettles and many other type of batch equipment.
c. The Dormitory which houses 15 air-conditioned rooms for 30 local and international participants to FDC's training programs.
In addition to the above, the continuity of operations is insured by a 100 cu.m. water reservoir, a 10 cu.m. elevated storage tank, a waste water treatment facility, and a 200 KVA standby generator to insure continuous power supply to sensitive equipment.
